Newbie - Why do I need App Preview

I am REALLY new to the mobile apps.  If I do a "build" isn't that a complete app which, in principal I could send to the Google store, etc.?  So, if it's a complete app why do I have to run it under the "App Preview"?  Why can't I just execute it standalone?

The purpose of Intel App Preview is to provide you with the resources to test your application without having to build the standalone platform-specific application. This is an optional step.
