That errorcode looks like a Microsoft .msi error. The download might be corrupt (due to download) or for some reason is having trouble with your mis registration database. Did you uninstall the previous DCM from the Uninstall a Program list?
A crash could have corrupted your MSI database. You'll need to fix that. Microsoft has tools to repair that database - you might look at https://support.microsoft.com/en-us/kb/971187 .
