Quartus and Baseline Max + II questions

Greeting 
welcome to owning Altera eh ! 

So

While trying to run Quartus Prime Pro Device Installer Edition ver 18.1.0.222
 …( the Installer that came with my free lite edition !) 
The installer complains that this max devices file is wrong version 
                max10-18.1.0.625.qdz         
 

also  I installed the legacy baseline tools and:  when I try to start GUI design entry,
the App complains of licensing issues and mentions an on path I have yet to clear that points to Cadence tools..
   I seem to be able to start AHDL and Verilog without a problem:   is this the legacy support or do I have a problem on my end ?
