Transfer of expired license, already registered and no *.lic file

Dear Sirs.

I have a serial number for Fortran Composer from a previous user who does not work anymore with us. When I entered the number I got the message "License already registered". Furthermore the license has already expired and there is no way to recover the *.lic file from the old computer. Is there any way I can use the serial number for activation?
