Trying to Transfer Licenses

I have two user profiles and I want to transfer the licenses to a new user.  What do I need to do this.  I have tried to follow the process in the FAQ but it does not work.

I noticed that you have two accounts with the same email address. License transfer normally works when transferring to a different email within the same domain (business).

Please send me a private message using the Send Author a Message link and let me know which account you prefer to use (LoginID). I will continue to assist you with this via private message.
