how to make an config.xml from intelxdk.config.*.xml files

I'm trying to move my xdk project to a different platform however the project is missing a config.xml. I understand that the config file is created on demand for the cordova build. On the new platform it is not. How does the xdk make the config file. is there anyway to capture that file? what parts of the intel.config.*.xml files make up the config file?
