I just wanted to make simple quiz app by importing html data from other applications.
On emulators and testing preview, pictures and texts as well as navigation button seem to fit to every device, but once I build it into anroid legacy app and install it in my galaxy note 3, all elements got too small while leaving large blank spaces around.
I really like the view on emulators and hope this stays on the app, too.
I hope someone can help me to find how to fix this.

I recommend that you review your project's meta tags in your index.html which could be causing this issue. For more information and tips for using the appropriate meta tags visit the below links:

This can also be related to the UI framework that you are using. You can also visually evaluate your project within the Google* Chrome browser by navigating Settings > More Tools > Developer Tools > Toggle device mode button (In the upper left corner).
This will provide you with added confirmation in regards to how your application will display on your desired device(s).

You mentioned that you built using the legacy build. Those work differently than the Cordova builds, with Intel App Preview is based on. You need to build your app for Cordova if you want to get the same build options that App Preview uses.

I followed Elroy's approach and was able to do what I wanted.
I simply deleted "width" part and left "initial scale=1". It worked for my note 3. But I need to check other devices, too.
