power consumption of knight landing at idle states

as subject. How much power does knight landing, e.g. Intel Xeon Phi Processor 7210, consume at idle states?

Any user of KNL can share their experience (electric bill) of this?

The design-time TDP is 215W. Is power consumption at ~215W most of the time? Would the power consumption be much lower when CPU loading is low?
