what hapened to 1gb of my 4gb system

Hi have an HP dv9000 notebook with a t7200 processor and 4 gm of memory installed. I am running win 7 ultimate 64 bit. when I look at system in control panel, it says i have 4gb 3gb useable. I am starting to get low memory warings. Why is 1GM unsable?

I have moved this to our Catchall forum, since we don't have one devoted to this topic.

Allocation of memory is determined by the operating system, so we would recommend contacting Microsoft* for support.
