Intel PCM V2.10 on El Capitan

The installation is dying for me

Check dependencies
error: There is no SDK with the name or path '/Users/me/IntelPerformanceCounterMonitor-PCM-V2.10/MacMSRDriver/macosx10.9'

It would be really nice if I had a vanilla makefile way of building this, as I never use XCode projects but just Make and command line tools so I have a hard time debugging what is going on here.
