So I had a long discussion with an Intel support rep on the main intel support forums, here is the link:
https://communities.intel.com/thread/109226
SCREEN SHOT of problem : http://imgur.com/58qRajg
Essentially the intel Driver Update utility is really creating problems for a lot of people.
Running windows 10U
Intel Core i7-6700K 4.0Ghz
I started to notice my event logs are filled with error referring to QUEENCREEK.
Errors look like this:
----------------------------------------------
The description for Event ID 2 from source ESRV_SVC_QUEENCREEK cannot be found. Either the component that raises this event is not installed on your local computer or the installation is corrupted. You can install or repair the component on the local computer.
If the event originated on another computer, the display information had to be saved with the event.
The following information was included with the event:
Error [5]: [Unable To Open Device.][0x0].
Occurred: [Wed Dec 14 02:50:21 2016].
In file: [driver.c].
At line: [26950].
-------------------------------------
The specified resource type cannot be found in the image file
I also have two services installed:
USER_ESRV_SVC_QUEENCREEK
Path: C:\Program Files\Intel\SUR\QUEENCREEK\esrv_svc.exe
and
USER_ESRV_SVC_WILLAMETTE
Path: C:\Program Files\Intel\SUR\WILLAMETTE\ESRV\esrv_svc.exe
============================================
I also found out that when you install this software it can really mess up all your hardware performance monitoring agents. (I found this out the hard way) However, I do like the driver update utility, but it seems that either intel or MS has updated a peice of software recently and it breaks the box.
not sure if this was the right forum for this, but this is where I was referred to by the other intel support agents.
Cheers.

Thanks for your tenacity in pursuing a resolution, sean vreeland.
I have a machine which recently became very unreliable which might be related to the service you mentioned.
In troubleshooting, I've uninstalled the Intel Driver Update Utility, the Intel Extreme Tuning Utility, and disabled the Queen Creek service.
It's an older board, an http://www.asrock.com/mb/Intel/Z77%20Extreme6/
running server 2008 R2 x64 (not supported).
The network adapter is a Broadcom NetLink Gigabit Ethernet (i.e. BCM57781 )
https://www.broadcom.com/support/ethernet-nic
I was able to locate a newer network driver for it dated 10/15/2012 v15.6.0.2 from
https://downloadcenter.intel.com/download/18795 ; (Broadcom_LAN_v12.1.59.01_allOS_64bit_PV.exe)
Note that I've been avoiding the following strange update offered by Microsoft Windows Update:
INTEL- System- 10/3/2016 12:00 AM - 10.1.1.38
Download size: 58 кв
Update type: Optional
INTEL System driver update released in October 2016

Hello,
Since upgrading my drivers I am now getting problems starting BSOD. messages about Event Record Service not starting but as an administrator I can use Event Viewer to see things. When I look, lots of things are failing and they all refer to:
The description for Event ID 2 from source ESRV_SVC_QUEENCREEK cannot be found. Either the component that raises this event is not installed on your local computer or the installation is corrupted. You can install or repair the component on the local computer.
But no information how.
Can you please release a fix and email us that it is avalable.
