Is it possible to access hardware performance counters on cloud VMs?

I have read somewhere that it is possible to arrange with a cloud provider to access hardware performance counters on cloud VMs. I don't believe this but I though I would check to see if there was any truth to this.

Yes, some cloud providers provide access to performance count, e.g. Azure. A recipe for VTune can be found here.
