Is it possible to change the QPI_rate (CSR register) in linux?

I searched Google and found the CSR register to change the QPI_rate of the Intel CPU.

 

I have tried to change the QPI_rate value using the PCM tool, but it is possible to read the value but not write.

 

I would like to know if there is any way to change the QPI_rate value.

 

Please let me know if the setpci command or any other method on Linux instead of changing it in BIOS.
