PCIe driver to interface kintex 705 with arm a9

Hi,
I am working on a project using Kintex 705. I currently have the source code for the PCI express driver.
I have compiled the source code and generated the .ko files. But it seems that I am unable to load the driver onto the board. I have not connected the hardware yet. So I was wondering if it is necessary to connect the hardware for loading the driver correctly???
