PnP MSR reading. How to converter MSR Package power to watt? About : Energy Units

What is MSR offset 0x606 12:8 Energy Units description meaning?

ADL MSR offset 0x606:

    Energy Units used for power control registers.
    The actual unit value is calculated by 1 J / Power(2,ENERGY_ UNIT).
    The default value of 14 corresponds to Ux.14 number.

 

I want to convert MSR 0X611 Energy Value to watt, so I need to know its unit and how to convert it.
