Power Gadget produces different data to Windows OS

Running Intel Power Gadget 3.6 on Windows 10 (21H1 19043.1348) - Core i7-6700 3.4Ghz.

Comparing package frequency on Intel power gadget vs Processor speed on Windows Task Manager (Performance Tab). I assume that these two items should track each other quite closely but are wildly different. It would be great to understand how these are being calculated and why they are different as want to know which processor frequency to trust.
