How is this card programmed to roam between access points? Does it only base the decision from RSSI or are other factors considered before roaming?

In the Intel® Dual Band Wireless-AC 7265 and other Intel® Wireless Adapters, the roaming decisions involve different calculations and factors such as signal strength, quality, noise ratio, etc.
This may also be different from one computer to other, as the involved components vary between manufacturers, so you may check on this with your http://www.intel.com/content/www/us/en/support/topics/OEMs.html Computer Manufacturer Support as well.
The roaming behavior using the different levels of roaming aggressiveness are preset from factory according to http://www.wi-fi.org/ Wi-Fi* standards.
