Bluetooth error C31

The following error message is being shown for Intel(R)Wireless Bluetooth(R) - This device is not working properly because Windows cannot load the drivers required for this device. (Code 31) - This laptop is a brand new purchase so why this would be happening I have no idea but because of this error my Bluetooth software will not identify any Bluetooth devices when scanning to add said devices. I've tried reinstalling Bluetooth to no avail, is anyone able to help me with this problem.

I have seen this occur because other, base Intel drivers are not installed. Check your motherboard vendor's web site for the Chipset Device Software (a.k.a. INF Update) package, download and install this package, reboot, and then try installing the Wireless and Bluetooth packages again.
