I am having issues with laptops not connecting to the wireless network and getting computer policys from AD. Also if a user has never connected to the laptop before they are not able to sign in until I connect the laptop to the wired network.

To let computer connect to wireless network before user logs in, you need to use SSO feature.
On XP, you can install SSO component with PROSet install and then read Proset Help file on how to use Prelogon/Persistent profiles.
On Win7, while creating a wireless profile, on 'security' tab...clk on Advanced Settings and then....enable single sign on for the profile.
