Have a Dell 5400 running Windows 10 x64 with Wireless AC 9560 driver version 22.70.0.6, A19 that has been erroring out in System event logs with the following:

Task Category: None
Level: Error

Description:
The IPv4 TCP/IP interface with index 5 failed to bind to its provider.
The errors happen coming out of standby and the performance is incredibly slow (ping times are in the 200ms range for same destination when not coming out of standby mode th pings are in the 50ms range.
What does this error mean and how can i stop/prevent it without having to reboot?

- Do you get any Bluetooth issues?
- When did it start to happen?
- Do you remember if this issue happened after a new OS update or Wireless driver update?
- Is this issue happening at home, office environment or both?
- Is this a new computer? If so, have check with your system's OEM for validated drivers or support on known issues related to the symptoms experienced?
- What OS build are you using?
- Is this the original adapter that came pre-installed in your system or have you changed/installed a new adapter recently?
- Have you checked if this issue happens on different networks?
- Are you able to reproduce the same issue while on hardwired connection?
- Were you able to have you wireless connection in a normal/expected performance before?
- Have you installed any recent software or hardware in your system?
- Have tried a roll back to a previous driver version for testing?
- Have you rebooted your access-point, router, modem?
- Which BIOS version are you running?

thanks for responding . see answers to your questions below.
do you know what the error "The IPv4 TCP/IP interface with index 5 failed to bind to its provider." means? google does not provide anything on the "index 5" error . It would be benificial to know what that means exactly.
no known bluettoth issues
since event logs have rolled over recently i can only say it started on 11/27/2021
no new updates/wireless driver updates (wireless was updated 11/12/2021 version 22.70.0.6 from OEM website)
unknown if happens in office but since standby mode occurs in both home and office , i would assume office as well
not a new pc and OEM does nt have anything for that specifc error
Windows 10 x64 enterprise 20H2
same adapter installed by OEM
currently home office wireless network
user unable to use ethernet home connection
since wireless card does work outside of when laptop entered sleepmode, we have not rolled back driver
modem set to reboot weekly

Thanks for the updates, please follow these steps:
- Start Windows in Safe Mode with Networking and see if you get the same results.
- For testing, try a clean installation of the latest Intel driver and you can also roll back to a previous OEM version to see if the issue persists.
- To know specifically what this Event ID means and what could be causing it, it's recommended checking with Microsoft directly.
- It's also recommended checking with the laptop manufacturer since it could be a common issue with the system, onl they can confirm if it is.
