Intel Wireless-AC 9260 160MHz wireless card as part of ASUS TUF Gaming X570 motherboard.
Unable to connect to ANY wifi. When I click on show available networks I get a black screen.
There should be at least a dozen networks (close neighbors) in range.
I suspect it is a windows setting but haven't found a solution.
If I go here and manually enter everything I can connect so it's not a hardware issue.

Symantec Antivirus was the problem. Removed and replaced AV. Thanks to all who helped.

I assume that you have all necessary drivers (include WiFi Driver) installed. Open Windows Settings: Network and Internet>Network Sharing Center>Advanced sharing settings, then check if the Network discovery is on.
