Intel dashboard hotspot problem

I've installed My Wifi Dashboard 15.6.0 and before that intel ProSet/Wireless Tools 17.0.3 on my laptop's windows 8.1 x64.

My network card is an intel centrino 1030.

The program starts, I turn on the wifi hotspot feature (with the internet sharing checkbox on) and connect my phone, but after the phone is connected I stil can't use internet on my phone.

Intel® My WiFi Dashboard has not been a supported feature since early 2013. It was phased out after the 15.x version of Intel® PROSet/Wireless. Hotspot capability is supported natively by the operating system (command line only), or there are other 3rd party programs available that create an AP on your Windows* machine.
