Whether this update is possible is dependent upon your laptop manufacturer. If they are utilizing Inclusion/Exclusion lists in their BIOS, there is a possibility that this adapter will not work (will not be supported). Bottom line, contact HP and ensure they haven't done anything slimy like this.

If they give the go-ahead, you should always do a clean install of the Intel Wireless and Bluetooth driver packages as you upgrade the wireless adapter. Follow this process:

  1. If you haven't already, download - but do not install just yet - the latest Bluetooth and WiFi drivers for your adapter. Here are links to these  drivers: https://www.intel.com/content/www/us/en/download/19351 and https://www.intel.com/content/www/us/en/download/18649.
  2. Disable Internet access. Unplug Ethernet cable and/or disable wireless. Keep disabled until told to re-enable.
  3. From the Apps & Features applet, check for instances of Intel PROSet/Wireless Software and Intel Wireless Bluetooth. If none, skip to Step 6.
  4. Uninstall each instance of Intel PROSet/Wireless Software and Intel Wireless Bluetooth that is present. When prompted, choose to "Discard Settings".
  5. Manually reboot your computer, keeping Internet access disabled throughout.
  6. From the Device Manager applet, check the Network Adapters section for an entry for Intel Dual Band Wireless-AC 3165 and check the Bluetooth section for an entry for Intel Wireless Bluetooth that has an intel driver associated with it. If neither is the case, go to Step 10.
  7. Right click on the entry for Intel Dual Band Wireless-AC 3165 and uninstall it, choosing to (checkmark) Delete the driver software for this device.
  8. Right click on the entry for Intel Wireless Bluetooth and open its properties. If it has an Intel driver associated with it, then uninstall it, choosing to (checkmark) Delete the driver software for this device.
  9. Go to Step 5.
  10. You now have the Wireless and Bluetooth driver packages completely uninstalled and can begin the reinstall process. Shutdown the laptop and replace the Intel Dual Band Wireless-AC 3165 adapter with the Intel Wi-Fi 6 AX200 adapter, connecting the antenna wires to the like-numbered connectors of the adapter. Power the laptop back up and boot back into Windows 10.
  11. (Optional but recommended) Clean out all temporary files using the Windows Clean Disk tool. I recommend that you checkmark all categories offered, even if no files currently (so it leaves it set up for next invocation).
  12. (Optional but recommended) Clear each of your browsers' cache.
  13. Install the Bluetooth driver package (my rule: always do Bluetooth first).
  14. Install the Wireless driver package.
  15. Manually shutdown and reboot your computer.
  16. Enable Internet access.
  17. Test.

Hope this helps,

I have no idea what you are asking for in the first question. Intel is NOT responsible for nor has any control over the BIOS that vendors provide on their motherboards. Intel developed the Tiano core that became the UEFI standard, but what happens after that is not under Intel's control. They influence what happens to it as much as they can, but they don't own it anymore; the industry working group does.

An Inclusion List details what can be used (with an implied 'nothing else can be used' unfortunately) and an Exclusion List specifically details what can't be used. In my opinion, vendors that use these are scum. They are there to force customers to purchase all replacements and updated through the vendor - at their inflated prices. they are also a way for vendors to limit their liability and support. No excuse; they're Scum.
