When an access point turns on and off repeatedly, AC7265 does not detect any access points including the one has been connected before.
I tried to scan with iw command (# iw wlp2s0 scan), but it shows "command failed: Device or resource busy (-16)" and cannot get an AP list.
1. Do you know in what conditions this failed message shows?
2. Is there any other commands as a workaround?

We understand that your system is showing an error when you scan for wireless networks, and it appears to be running on Linux. We did a quick check about the error and there may be different causes for it, we would like to mention that Linux driver support is provided on the https://wireless.wiki.kernel.org/en/users/Drivers/iwlwifi Linux Community page, you may also check 3rd party forums and support pages for the specific distribution you use.
In our best effort, we advise you to make sure you are using the latest firmware for your Intel® Dual Band Wireless-AC 7265
Additionally, you might want to check for updates for your Linux Distribution, the AC 7265 is supported with Kernel 4.2 or later.
