Installation of Intel Parallel Studio Fortran 2020-4 setup stops after extraction

I had to restore my computer. I would like to install the Fortran 2020 Update-4 on a computer with the most recent visual studio pro 2017, community 2019 and 2022.

After starting the installation, it is supposed as a license file. But it just dies after showing the banner dialog.
