Intel Visual Fortran Composer XE 2013 transer perpetual license.

We are attempting to install Intel Visual Fortran Composer XE 2013 on a new device and we are unable to transfer our perpetual license.  These perpetual seats states that our subscription is not valid but they are perpetual.

  Please advise.
