Intel classic Fortran compile license not found

We have the Intel compilers (vintage 2019) installed on the university compute cluster.  In the last week the users have begun to complain that the compilers are not working due to a license issue.

The exact error is:

[root@vegahn ~]# icc

Error: A license for Comp-CL is not available now (-15,570,115).

A connection to the license server could not be made. You should
make sure that your license daemon process is running: both an
lmgrd process and an INTEL process should be running
if your license limits you to a specified number of licenses in use
at a time. Also, check to see if the wrong port@host or the wrong
license file is being used, or if the port or hostname in the license
file has changed.

License file(s) used were (in this order):
** 1. /cm/shared/licenses/intel/COM_L___xxxx-yyyyyy3J.lic
** 2. /cm/shared/licenses/intel/COM____xxxx-yyyyyy6K.lic
** 3. /cm/shared/licenses/intel/COM____xxxx-yyyyyySB.lic
** 4. /cm/shared/apps/intel/2019.5.075/compilers_and_libraries_2019.5.281/linux/bin/intel64/../../Licenses
** 5. /root/Licenses
** 6. /root/intel/licenses
** 7. /opt/intel/licenses/COM_L__CPPFOR_GB4N-SG76XRW5.lic
** 8. /opt/intel/licenses/USE_SERVER.lic
** 9. /Users/Shared/Library/Application Support/Intel/Licenses
** 10. /cm/shared/apps/intel/2019.5.075/compilers_and_libraries_2019.5.281/linux/bin/intel64/*.lic

icc: error #10052: could not checkout FLEXlm license

 

The problem is that all three of the license files (...3J, ...6K and ...SB) do exist and are valid (permanent and uncounted).  The compilers were working up to about a week ago then the users started seeing this message.  The environment variable INTEL_LICENSE_FILE points to "/cm/shared/licenses/intel".  Is there anything else that could cause the compilers not to find the licenses?
