Need to rehost

I am the owner of a license whose support expired in 2021 and we need to re-host it to a new server but I'm not able to do it. This is from my old notes where I am listed as primary owner.

Now, here is the current status

When I hit register again with the product key, I get this error

How do I generate a new license file with new host id?
