Problem with installation OneAPI BASE TOOL KIT

I purchased a program in my field (machinery) composed of FORTRAN and want to analyze/modify the source code. (I'm not an IT developer, so my understanding is a bit low)

To install a program on the internal network
I downloaded visual studio 2019 for off-line and oneAPI Base Toolkit and HPCkit for off-line, moved them to the internal network, and tried to install them.

I tried to install in the order of visual studio - base toolkit - HPC kit, but the base toolkit fails to install with the following log.
Note 1. It was difficult to install on the internal network, so installation/un-installation of all three programs was repeated. (It was installed, but it was not connected to visual studio, so I uninstalled it.)
Note 2. The path on the log is managed by the administrator, so files in the path cannot be deleted.

Is it possible to install after deleting the files in the path by requesting permission from the administrator?

Anyway, I hope to solve this problem so that I can use Intel FORTRAN.

- OS build on which you are installing the software

- Is the installer an online or an offline package?

- Version of Microsoft Visual Studio installed along with it's build version

- Other versions of Intel® Parallel Studio XE or Intel® oneAPI already installed on the system

- Screenshots of the error screen

- Installation Log files.

The default path for a log file for a oneAPI installation is: C:\Program Files (x86)\Intel\oneAPI\logs

The default path for a log file for a Parallel Studio XE installation is: %temp%\pset_tmp_PSXE<version>_<username>

We would like to know.
