cannot repair or uninstall oneAPI base and oneAPI HPC on win 11

Have been using oneAPI base and oneAPI HPC with Visual Studio community 2019 without problems.  Today Visual Studio did not have templates for Fortran.  Tried to repair Visual Studio;  could not; got error condition/ network issues.  Could not remove Visual Studio, so reinstalled it.

I tried to update oneAPI to establish integration with Visual Studio. Got error:   

Cannot update, repair, or uninstall.

Need help - thanks!!

Hi Peter, could you please share the below details:

• Version of Microsoft Visual Studio installed along with it's build version 
• Update and Version of Intel® oneAPI Base toolkit and Intel® oneAPI HPC toolkit.
• Other versions of Intel® Parallel Studio XE or Intel® oneAPI already installed on the system.
• Is the installer an online or an offline package? 
• Screenshots of the error screen.
