oneAPI base toolkit 2023.0 & 1 installation fail (integrity check failed?)

I purchased a program in my field (machinery) composed of FORTRAN and want to analyze/modify the source code. (I'm not an IT developer, so my understanding is a bit low)

To install a program on the internal network
I downloaded visual studio 2019 for off-line and oneAPI Base Toolkit and HPCkit for off-line, moved them to the internal network, and tried to install them.

I tried to install in the order of visual studio - base toolkit - HPC kit, but the base toolkit fails to install with the following log.

Note 1. It was difficult to install on the internal network, so installation/uninstallation of all three programs was repeated. (It was installed, but it was not connected to visual studio, so I uninstalled it.)
Note 2. The path on the log is managed by the administrator, so files in the path cannot be deleted.

Is it possible to install after deleting the files in the path by requesting permission from the administrator?

Anyway, I hope to solve this problem so that I can use Intel FORTRAN.
