Toolbar in Problem Details in Visual Studio

The toolbar in the "Problem Details" window is much too small, it has a height of about 1px. Moving the mouse very carfully I can see the tooltips of the buttons, so I know there is something, but only if you know there should be something.

Why is the toolbar so small?

And why is there no other way to e.g. enable / disable breakpoints on errors?
