Footprint or pins coordinates for Intel Atom E3827

Needing the 1170 pins coordinates in order to drill a stencil. The only information about is a crude printing on the chip PDF file, it is not correctly with more than 5mils of error.  I did the best I could from that image, many hours working on that. Intel has it correctly on a simple file with XY coordinates. How can I contact Intel to request it?  Thank you so much.
