I'm looking for Windows based utility to program MAC address in the Amston Lake network interface controller (Intel Atom x7433RE).

Sure, you can use the EEUpdate tool included on the Quartzville kit. In order to access it you can go to the Intel RDC and find it with document number: 348742.
