You can get it from the document #787207 - Tiger Lake - U Production Version (PV) Best Known Configuration (BKC) Software Package (Microsoft Windows 10* - 64 bit RS5 and 21H2) IPU 2024.1

The FIT tool is in the CSME package from the document #787207 - Tiger Lake - U Production Version (PV) Best Known Configuration (BKC) Software Package (Microsoft Windows 10* - 64 bit RS5 and 21H2) IPU 2024.1.
For the HSIO configuration, you can use the tool that is in the document #621838 - Platform HSIO Configuration Softstrap for Internet of Things (IoT).
This tool is provided to users as a guide to configure the Flexible I/O ModPhy* Lane with Soft Strap Configuration for Tiger Lake UP3, Tiger Lake H, Elkhart Lake, and Alder Lake Platforms.
