I am looking for a IDE and a JTAG connection to a PCB that has a SA1110 on it.
Can you direct me to these?

Please let me paraphrase our previous communications, we would like to help you with your questions but the proper information of the third-party project related to your questions is handled only by its manufacturer.
By the way, the cited Intel device is not manufactured for more than fifteen years ago as you may notice on two of the provided websites. Also, doing a deep research through our sources there is no documentation available to provide support.
Due to these facts, please follow our suggestion to contact the support channels that the developer of the design associated to your questions has.
