CAT is usually available in Xeon processors, and if available should be shown in the CPU ark specification:

I still don't know Intel I7 10700TE supports Cache Allocation Technology or not.

Can Intel just collect a list of cpus that can use this funciton ?

The  Intel I7 10700TE dose not Support CAT, as is not part of the Xeon processors family. As to you last question of a list  of cpus that can use this function; you are right I have provided your feedback internally.
