Hello,
I encountered a problem with an Intel Gigabit CT Desktop Adapter (driver 11.17.27.0 of 2 April 2012) on Windows 7 SP1 x64. Although the options "Wake on Magic Packet" and "Wake on Magic Packet when Power off" are checked, the power of the network card is cut when it goes to standby mode (S3) and also when the PC power is off (S5), which prevents the use of the WOL. I have seen this easily because this card is connected to a switch with indicator lights to show whether there is a connection or not.
Is this a bug or is there someting to do by myself ?
I recently migrated my PC from XP SP2 x64 toward Seven SP1 x64 without having changed my hardware configuration and, with XP, the card remained well powered during S3 or S5 states.
I have also done a test with the Realtek adapter integrated to my motherboard and it remains well powered when the PC is in the state S3.

I cannot wake my desktop machine from S3 either, but it works from S5. Maybe there is a bug. I can't recall ever trying wake from S3 with any NIC on this system, so I don't know if I am seeing a bug or a lack of capability on my system. I will look into this further.
