Can Intel I211 handle gigabit speed?

Hello to everyone, this is my first post here.

 

I have a computer based on Asrock X570 Pro4 motherboard, which has Intel I211 ethernet. My internet has been upgraded from 500 Mbit / 100 Mbit some couple days ago to 1 Gbit / 200 Mbit. My issue is that every time I check the internet speed using the Speedtest.net website or Windows 11 application from Microsoft Store I only get 850 Mbit download speed, while upload speed is fine.

Before I contact my ISP support I would like to know if I211 can handle 1 Gbit download speed. I have already tried some solutions like upgrading to latest version of drivers (Release 28.2.1) from Intel website  since Asrock doesn't care to update its support site and also to manually adjust Speed & Duplex setting from "Auto Negotiation" to "1 Gbps Full duplex". Unfortunately the download speed stayed the same. I tried to connect the computer directly to the modem I have received from my ISP rather than my personal router. Again, the download speed stayed the same. Finally I would like to note that I use CAT7 cables which should easily handle 1 GBit speed.

As per checking, this Ethernet I211 supported 1GbpE speed.
