How do you config DPDK testpmd to forward packets?

Trying to config DPDK for x710 first time. testpmd says packets received and that it sends packets. We are running on Supermicro server with AMD Epyc with quad X710 Intel 10G interfaces. Running dpdk in VM using SRIOV interfaces. testpmd can receive packets and send packets (txonly) but there is 100% loss when forwarding packets. --log-level=8 does show that testpmd is trying to forward packets.
