I've tried the Intel Ethernet Adapter Complete Driver Pack 28.2.1, the included driver installed ok but still unable to do the firmware update.

Hi Wing1,
Upon checking the part number, it seems that your card might be an OEM card. For OEM cards, we'll need to use NVM from the OEM to update the firmware. Therefore, the update might fail if we try to use NVM from Intel instead of the OEM.

Based on the pictures this appears to be a relabeled as Lenovo card.
4-in-1 label indicates this card was manufactured in 2017 in Thailand.
Please reach out to Lenovo for further support on the this NIC card.
