RSS not working on intel XL710 card with i40en driver

I'm running a VM on an ESXI with XL710(i40en) card On SR-IOV mode. 

I'm running DPDK 21.11  using iavf  driver  in the VM. 

The VF is configured with 4 queues.

I'm able to observe that the RSS is not working and all the traffic is directed  towards a 

single queue. 

The driver version on the ESXI host.

   Driver Info:

         Bus Info: 0000:d8:00:1

         Driver: i40en

         Firmware Version: 6.80 0x800042e3 0.385.97

         Version: 2.4.1.0

ESXI version : 7.0.1

This works fine if we use i40evf driver VF(DPDK19)  on the VM side and there is a significant drop when we upgrade to iavf(DPDK21).

I am setting mq_mode to 

port_conf.rxmode.mq_mode = RTE_ETH_MQ_RX_RSS;

port_conf.rx_adv_conf.rss_conf.rss_hf  = IAVF_RSS_OFFLOAD_ALL
