See screenshots. First is Windows 10, Intel ANS is selectable. Second is Server 2019. I have no such option. After install and trying to run powershell commands, i get errors saying that Advanced Network Services is not intalled.
Card is a

Per the recent driver updates (https://downloadcenter.intel.com/download/28486/Intel-Network-Adapter-Driver-for-Windows-Server-2019-) this should work.

Intel should really update this page then. It verbatim says "Advanced Network Services (ANS) Support on Microsoft Windows 10 1809 and Microsoft Windows Server 2019 using Intel PowerShell IntelNetcmdlets
What you are telling me is that is not correct. I have proceeded with the WIndows Server config which seems to work. But that document really needs updated as I wasted half a day trying to get it to work.
