Please provide the following for us to check on your query.
1.) Kindly share more details regarding your issue "VLAN Taggaing is not working"
2.) Is there any error regarding VLAN/creation? If yes, kindly provide the exact error.
3.) Please provide the System Support Utility log of your system. This will allow us to check your Adapter details and configuration. This would also help us identify if you are using an OEM or retail version of Intel Ethernet Adapter. Kindly refer to the steps below.
a- https://downloadcenter.intel.com/product/91600/Intel-System-Support-Utility
b- Open SSU.exe
c- Mark the box "Everything" and then click "Scan".
d- When finished scanning, click "Next".
e- Click on "Save" and attach the file to a post.

If you are using Windows 10 version 1809 (and later), please be informed that the Teaming and VLAN features in PROSet for Windows device manager have been removed, as Windows 10 1809 (and later) and Microsoft* Windows Server* 2019 (and later) no longer supports this function. Use PowerShell to create VLAN.
Steps to create VLAN in Windows PowerShell*:
1. Open Windows Powershell as administrator.
2. Import the PROSet Powershell* module using this command: Import-Module -Name "C:\Program Files\Intel\Wired Networking\IntelNetCmdlets\IntelNetCmdlets"
3. Type "Get-IntelNetAdapter" to display the name of your network adapter.
4. Type "Add-IntelNetVLAN" to initiate the creation of VLAN.
When prompted for "ParentName", use the name of the network adapter from the "Get-IntelNetAdapter" output.

Thank you for the reply.
We'd like to double check if you have tried to install the latest driver supplied by HP? Please be informed that this is an Ethernet controller that's embedded with HP system. For OEM on-board Ethernet controller, it would be best if you can get in touch with HP for further support since they have customized drivers and software to enable or alter features on your system. They are in best position where you can seek assistance so you don’t lose features or customizations of the Ethernet controller. Please also share if you have tried performing clean driver installation. If not yet, please try it out and check if you will be able to create VLAN. Please refer to the steps below:
1. Open Windows* Device Manager:
Windows® 10:Right-click Start > Device Manager
2. Double-click Network adapters to expand the section.
3. Right-click the Intel® Ethernet Connection (model) and select Properties.
4. Click the Driver tab.
5. Click Uninstall.
6. Check "Delete the driver software for this device" and click OK.
7. Press the Windows key + R, then type "%Temp%" (without the quotation marks) delete everything from that folder, then install latest driver from HP or from Intel Download Center.
