I am trying to program the flash/NVM image to an XL710 controller chip on a custom board.
The controller shows up with a PCIe ID of 154B, because we just built these circuit boards, so the flash is blank. The datasheet does mention a "blank flash programming mode" that sounds like it would be useful.
Is it possible to program the flash over PCIe? I've tried a number of different intel applications, but none of them have been able to reprogram the controller's flash.

I've read through the datasheet before, but I don't see any information in it on where to find the program that must be loaded into the NVM/Flash in order to use the controller or any information on how to load it.
