DSP Builder license issue

I bought an Altera Cyclone III starter Board for evaluation purposes, I am trying to test the DBP Builder in the board but when I try to compile it sends Error during compilation: regarding license issue the Message is this: 

 Matlab Error Unable to obtain a DSP Builder license. Please check that your LM_LICENSE_FILE environment variable is set to a valid license file or license server. LM_LICENSE_FILE is currently "".  I am using MatlabR2010a and Quartus II web edition  Thanks for you advise

Have you set your LM_LICENSE_FILE variable to point to your license file?

I don't think DSP Builder is included in the web edition, so I guess in that sense it doesn't work with it. 

 I don't know much about licensing.
