How do I obtain OpenCore Plus IP licensing?

I have had an engineering firm develop a NIOS FPGA design based on the MAX10. During the development, I wrote and tested NIOS code using Quartus Prime Lite. I am now taking on full control of the design and have purchased a standard license of Quartus Prime in order to generate an un-tethered, non time-limited program file.

When I tried to compile the design using the standard license, I am unable to generate a non time-limited program file since the design uses 16550 UART IP and says I need an OpenCore Plus license.

I have been unable to find any information on the how to get this license. The FPGA design was completed using version 17.1.0 Build 590.
