Licensing FPGA cores of your own creation

Does anyone have any information regarding how a company goes about licensing FPGA IP cores that they created themselves?  I would think this is a common problem but I have found little actionable info on this.  Ideally we'd like to pay for a tool rather than invent one ourselves.  Specifically we are looking to protect our IP whether that is source code or a target dependent netlist.  Ideally we'd like to have the ability to license per FPGA unit if possible. 

Intel already has a fully featured licensing system built into their tool chain.  Is it possible to leverage this?
