5CEBA4F17I7N surface anomalies

HI,

 

We purchased a batch of 5CEBA4F17I7N. When the part is put under magnification, we noticed the part surface looks pitted. With 200X magnification, the surface looks like pinhole voids. Wonder if it's possible to tell if a part is reworked by looking at the surface magnification? Or it's normal to see such observation on authentic brand new Altera part?
