seems like Advanced Physical Synthesis and Advanced Physical Optimization are 2 different things.

Advanced Physical Synthesis is retiming/logic optimization (this can optionally be turned off if the user does not need extra fmax optimizations and wants to save some compile time).

Advanced Physical Optimization is the global placement engine (it is a required part of the compilation flow for all Quartus Prime Pro Edition families).
